"There are questions like: 'Have the clouds really been stolen?" he asked in an interview. "Does burning diesel cause it not to rain? Is it possible to fertilise the clouds … Is it true that we can evaporate the water of the Persian Gulf and transport it to the Zagros Mountains to make it rain there?"

As the situation continues to worsen, officials are scrambling for solutions. The director general of Tehran's provincial waste management authority has proposed a drastic measure: evacuating parts of the city most dependent on dam water by mid-December.
