Ugh, I'm not sure why you're having so much trouble with the code lol . If you wanna create a new web page or modify an existing one, just start by giving it a theme and some color . Don't overcomplicate things with too many divs and spans, that's just gonna make your life harder when you go to fix something later .
And btw, that news ticker section looks pretty basic to me... can't you just add some CSS styles or JS to animate it a bit? Make it pop . Don't need all those extra HTML tags just for that one thing.
