they're basically saying that any offer from russia is a "wish list" but can't handle the reality that some stuff might be realistic 
meanwhile kyiv and europe are all like "hey, let's just get something done already!" 
and european leaders are straight up calling it out as "too lenient" bc who wouldn't want to prioritize security over russia's comfort zone
