So a guy tries to rob a bank, shoots an armored truck driver and now he's getting a $10k reward for being caught... like, what's next? A get out of jail free card for every wannabe supervillain in Chicago? 
I mean, can't they just put a price on the guy's head already and be done with it? This is just enabling more people to think they're above the law. And what's up with the get away car being a bronze Hyundai Elantra? Because that's definitely not something you see every day...
